The charges are stacking up against man who owned dozens of horses found neglected in Gibson County.
Deputies arrested Richard Stallings again Wednesday night on 31 misdemeanor charges and 5 felonies.
All charges are animal abuse related.
This is the second arrest for Stallings in a matter of weeks.
He was originally charged with one count of animal cruelty late last month.
Sheriffs deputies and members of Indiana Horse Rescue removed roughly 50 horses from Stallings property, after finding many malnourished, and one dead.
Indiana Horse Rescue says at this point, Stallings has signed over all of his horses to their organization. They have also purchased Stallings property and say after the horses are healthy, they plant to turn it into a horse refuge.
