Plans to bring major changes to downtown Owensboro is beginning to take shape. The plan unveiled Thursday includes a 17 block tax increment financing district in the downtown area. The plans include building a 400 plus room hotel, indoor events center, a baseball stadium, restaurants, and condos. Ambitious plans that most downtown businesses and residents support. Colbys Restaurant owner Colby Macquarrid says it just makes sense and that its an all around plus. City and county leaders try to make sure that business owners like Macquarrid are included in the planning process. Right now though the city is blocked from creating a downtown tif before July 1, 2008. Plus the city still needs to find entrepreneurs interested in developing properties and finding the money to purchase the areas in question. This plan, if and when it takes place, will effect the areas of Frederica Street to Poplar Street and from the Ohio river to West Fourth Street.
