Is Kentucky Constable's Office Outdated?

Earlier this year, following several high profile incidents involving constables, the secretary told the Department of Criminal Justice Training to decide the usefulness and purpose of Constables. The answer was a resounding no.
The report reveals an overwhelming majority of county and law enforcement officials see little to no practical purpose behind the constitutional office. They believe it should be abolished, or its law enforcement authority eliminated or restricted.
