The manager of the Greensburg Municipal Airport received a report that the plane had crashed about two miles south of the airport, which is about 40 miles south of Indianapolis.
The FAA confirms all four people on board the plane died.
State Police wanted to launch a helicopter to help search for the plane, but weather conditions have kept them from taking off.
