Kentucky lawmakers burned the midnight oil before adopting a state budget. Many consider the bill a lean spending plan with cuts in store for higher education and only a 1% pay hike for state workers. The plan to generate revenue by increasing the cigarette tax failed to make the budget. Instead the state will depend on attrition through state jobs and lottery revenues. The bill is on Governor Steve Beshears desk, waiting his signature or veto. The vote in the House was 74-21. The Senate adopted the budget by a vote of 36-2. Most lawmakers from the FOX 7 viewing area voted for the budget. Only Democrat State Representative David Watkins from Henderson voted against it.
