Change Proposed to Consolidation Voting Process

Supporters of city-county consolidations in Indiana may have a tougher time getting their ideas approved in the future.
State Senator Jim Tomes of Wadesville has introduced a bill requiring counties to use a "threshold" vote to approve consolidation proposals.
A threshold would require a the measure to pass in both the county and in the city.
Last year's vote in Vanderburgh County lumped all the votes together.
