Money problems have prompted questions over the city's hiring of a man brought in to help the city. David Garrett was hired by the city council to help with it's finances. But now accusations are surfacing that he has money problems himself -- including filing for bankruptcy multiple times. Additionally, some say he no longer holds a CPA certification.

"His credentials aren't up to date or what they should be which kind of makes me appreciate the 'no' vote that I cast late last year," says councilman Jonathan Weaver. "It was a duplication of services. I think it was a waste of $20,000 and I think with what the state's doing right now and in their research and background check maybe proves we should have stayed with the 'no' vote."

Weaver was one of two councilmen to vote no to hiring Garrett. John Friend, chairman of the city's finance committee, recommended Garrett. He tells Eyewitness News Garrett should still be considered a financial expert even though he no longer holds a CPA or CMA license.
