Evansvile Neglect Charges

Police say they found two small children living in filth at a duplex on east Franklin St.
Officers say they found rotten food, trash and insects all over the lower apartment... and found animal waste covering the floors upstairs.
A two year old girl and a five month old boy were removed from the upstairs apartment.
Kevin and Laura Winsett and Robin Robinson are all charged with neglect.
Investigators say the 2 year old girl had dead tissue on her finger covered by electrical tape and had ink pen markings surrounding her private parts.
The children have been placed in foster care.
