Kentucky State Senator David Boswell has filed a casino referendum bill for several years in a row. This year, he feels like it might actually see the light of day. With the defeat of incumbent Republican Governor Ernie Fletcher, and the arrival of Governor Elect Steve Bashear, the political landscape in the Bluegrass state has shifted dramatically. Thats especially true when it comes the consideration of casinos. Governor Elect Bashear is in favor of a referendum on casinos. This week, Senator Boswell pre-filed just such a bill. It calls for 9 casinos, 5 at horse tracks, 4 at other locations. Owensboro is the states largest city without a horse track, and Boswell said a big reason for his early filing on this bill is "to ensure Owensboro has a place at the table" when casino discussions begin during this years General Assembly. If the measure is approved in the Frankfort, it could end up on a state wide referendum ballot by November of 2008.
