Kentucky Governor Steve Beshear signed the executive order Wednesday morning, declaring a state of emergency in the Commonwealth. That engages the National Guard, State Police and Emergency Management Agency and makes available funds for recovery. The Governor said he spoke with President Bush by phone Wednesday morning and now the state of Kentucky will work to meet those U.S. thresholds for federal aid. That afternoon, Beshear toured the devastation from a pair of Kentucky National Guard helicopters. The most heavily damaged areas were locked down so tight even the Governor didnt venture in on foot.
