His last know address was raided by Evansville SWAT officers Friday morning. According to Evansville Police, Starks had been following news reports about the slaying on local media web sites. He was also in contact with family members, who urged him to surrender. Starks turned himself in at 1:40 central time. There is no word on whether he will waive extradition, or fight it. Police hope to know by Thursday what Starks plans to do.
