Premature births rates in the Tri-State remain on the decline. The annual March of Dimes Report Card is out and it shows pre-term birth rates in Indiana are down to 11.6 percent. That's was strong enough to earn the state a "C". Illinois also earned a "C", and Kentucky received a "D". Both states showed improvements. The national average in 2011 was 11.7 percent, a decrease for a 5th straight year.
