The Vectren employee was supposed to be shutting off the power to the apartment on S. Boeke Rd. and when she went to remove the meter box, she told police Miller cornered her with a knife.
Miller allegedly told the employee "she better be able to run fast because I am getting ready to turn my dog loose on you".
The employee called 911 because she was concerned Miller was going to hurt her.
Officers say the worker was trapped in the fenced area by Miller until they arrived.
When one officer tried to arrest Miller, they say she resisted and tried to sic her dog on the officer.
Miller is facing charges of Criminal Confinement, Intimidation with a Knife, Resisting Law Enforcement, and Disorderly Conduct.
