The decision is made.  Spencer County will be the new home for a billion-dollar nitrogen fertilizer facility.  Ohio Valley Resources makes the big announcement Thursday.  The location is just north of Rockport near Highway 231.  Ohio Valley Resources says it looked at a number of sites including one near Owensboro.  But access to two natural gas pipelines made the Indiana location stand out.

This 150 acre site north of Rockport will be a new beginning for Ohio Valley Resources.  The company will build a new plant that will produce around 2,400 tons per day of ammonia and 3,000 tons per day of UAN solution for fertilizer.  It will also produce jobs.

"Please understand that there are people who have been praying for more jobs and more support for the agricultural sector. I'm absolutely positive that people have been praying for opportunities like this," Lincolnland Economic Development Corp. Executive Director, Tom Utter said.

Ohio Valley Resources says it strongly considered a site near Owensboro, but it selected this spot in Spencer County because of it's convenient rail, highway, and river access, and it's proximity to two interstate natural gas pipelines.  Officials say OVR's new plant will be the first entirely new facility of it's type to be constructed in America by a U.S. based firm in more than a quarter century.  The company's president says the development is a big deal for farmers.

"So there will be a cost savings to agricultural sector in the Tri-State because we're gonna produce a product at home that we can use right here and what that will allow stability in prices and dependability both,"  Doug Wilson said.

The Lincolnland Economic Development Corporation says it's a win win to have something of this size, coming into a community this small.

"Overhead is going up, revenues have been flat. This is a marvelous opportunity for the next 50 years," Utter said.

Officials say the plant will benefit not just Spencer County, but the whole Tri-State area.  The new plant is expected to create 80 full time jobs by 2016.  Construction should start in March.
