Kipinger's Personal Finance names the 100 Best Values in Public Colleges based on outstanding education and economic value. The University of North Carolina at Chapel Hill took top honors, a spot it has held since 1998. Indiana University at Bloomington finished 39. The University of Illinois at Urbana-Champaign came in 43, while Purdue University was ranked 51.
