New Laws Taking Effect in Illinois

CHICAGO (AP) -- Drivers will pay more to renew their Illinois license plates, strip clubs will have to contribute to rape crisis programs and employers will no longer be allowed to ask job applicants for their social media passwords in 2013.

There will be 150 new laws taking effect in Illinois on Tuesday. The new laws range from prohibiting the possession of shark fins to requiring better reporting of people who should not be issued permits to purchase guns.

Because of Illinois' continued budget problems -- that despite a 2011 income tax increase -- new fees have been adopted to keep pace with spending.

Basic license plate fees will increase $2, to $101 annually, raising as much as $20 million for state parks, where there is a $750 million maintenance backlog.
