A Kentucky lawmaker plans to push legislation that would abolish the death penalty in the state. State Representative Carl Rollins drafts a measure that would make Kentucky's stiffest sentence life in prison without the possibility of parole. The Rollins Bill calls for the term "capital punishment" to be striken altogether from state law. Similar legislation has been introduced over the years in the Bluegrass State but has never gained enough support to pass.
