Proposed Bill Could Provide New Life For Kentucky Plants

Century Aluminum, in Hawesville, and Alcan, in Sebree, say they may have to close because their electric bills are too high.
The proposed law would let the companies buy power at a cut rate on the open market.
Kenergy and Big Rivers say if this happens, rates for everybody else will have to go up.
