Indiana House lawmakers layout the budget plan, and Governor Mike Pence's 10 percent income tax cut is not in it. They did include boosts in education and transportation spending. K-12 schools would see a two percent bump in aid in 2014 and another one percent in 2015. Colleges would also see extra aid they haven't seen in the last year or two.
