The American Federation of State, County and Municipal Employees says it will make a move if no progress is made in contract talks with Governor Pat Quinn this week.
The union has been negotiating with Quinn on a new contract for more than a year.
Most of the union's 40-thousand members are allowed to strike, but state law prohibits security workers like prison guards from walking out.
