Along with the City Commission and emergency management, the Red Cross now has rigorous criteria for shelters.
They must offer food, shelter, showers, basic medical care and security.
The shelters must be stocked at all times so they can function for at least 24 hours without needing supplies from neighboring cities.
Another project for the EMA and the Red Cross to consider is an evacuation plan in case residents need to leave the city or parts of it immediately.
