Indianapolis Power & Light is planning upgrades as part of an effort to meet new federal mercury rules.
If the Indiana Utility Regulatory Commission approves the plan, construction could begin later this year, creating as many as 400 construction jobs.
The utility plans to spend 500 million dollars on upgrades at the Petersburg power plant, and a second plant in Indianapolis.
